According the minutes of the Planning Dept of DDC dated 25/03/09 the fountain generates crime. I quote:
* There have been 11 incidents of damage to the fountain between July
and October 2008;
* Night-time economy crime is invariably a mix of violence against the
person, criminal damage and public order offences, mostly alcohol
fuelled;
* A fountain is a potential generator for crime and disorder and is a key
contributory element to an increase in public order offences and
anti-social behaviour. Particular concerns include drunks sitting on
the fountain and climbing the boxed in fountain, the fountain becoming
a receptacle for litter and other detritus, subject to incidents of
damage, eg. foaming, jumping in the fountain and its use as a urinal.
Removal of the fountain is strongly recommended to reduce the risks
to community safety and to increase the space available to the public.

I'd like to know how many people have been seriously injured in the fountain before it suddenly became a Health and Safety hazard.
Hands up who believes the fountain will reopen in 2013? Anyone?
