haven't read the article so i don't know what people were unhappy about, besides action will still be taken by council employees against the anti social element.

this is a dire piece of journalism in my view with rehashing of facebook comments, most made from a strong position of ignorance.
the penultimate paragraph says it all for me.

Former Lib Dem parliamentary candidate Antony Hook, from Deal, wrote on the Express's Facebook page: "People will rightly ask if the council did proper due diligence checks.
"The failure of this project calls into question the basic competence of the council leader and cabinet. There should be an investigation."
He added: "How much time of officers has been wasted up to this point? Finding out how it happened should prevent it happening again."
I'm not sure about the investigation but as I pointed out before DDC pulled the plug it reflects very badly on them, they should be emptying bins in Westbury Road not messing out with bankrupt pooper scoopers

antony to a t, most of us if asked what he would say would have written those words. he knows very well that shepway and other councils had employed xfor after doing all the relevant checks.

the environmental officers were criticised for hanging around the law court in folkestone looking for easy pickings.
what i don't understand is why basildon council didn't issue summonses for non payment of fines.

That's probably because taking action on relativelty small fines isn't really cost effective - they are speculative just like private carparks as they just hope the majority of people will pay after getting a letter or two !
