interesting stuff all round, at the outset i said that the government had a heaven sent opportunity to curry favour with the public by making a bold move giving us "the people's port" and giving two fingers to any "johnny foreigner" that might have designs on the port.
they haven't done it even now with their problems over the budget, u turns and forthcoming elections

we think that d.h.b. are holding back with their enhanced proposals until the ferry companies dispute is resolved in about a years time.
the governmnent is desparate for dosh due to some sort of deficit problem and would have to take the highest offer going.
this leads me to the conclusion that a decision will be reached within a year of the next general election

Chris & I were at the same DHB meeting.
I think Chris has basis of statements correct with I believe a difference on privatisation timing.

The current & only process in play has been going on for two & a half years.
Fact
Until the DHB proposal has been decided on by Theresa Villiers no further options can be considered.

DHB have an enhanced submission ready to go once the decision on Sec31 challenge [charges/fees to ferry operators] has been determined again by a Minister. The Minister already has the Inspectors recommendations. The difference I have with Chris on this one is that DHB could submit their updated proposals in May/June [expected decision time for Sec31] & the privatisation process, if approved, would start?conclude by Autumn 2013

Under the present process DHB would conduct the privatisation process [their scheme]& make the decision on a preferred bidder after consultation with government advisors-[Royal Bank of Canada].

Under the Public Bodies Act the Secretary of State now has the power to over-ride the provisions of the Ports Act 1991 and conduct the sale of the port as the government thinks fit.

Thank you Paul. I think we can agree that, after Bob's amusing thoughts on why the time scale, the earliest decision could be May/June but there was the possibility of it dragging out until the Autumn. (now that's two threads we have agreed on - first Keith now Paul, what has happened to me?).
Politics, it seems to me, for years, or all too long, has been concerned with right or left instead of right or wrong.

Peter, nobody is arguing with you but first they have to dispose of the DHB proposal.
So the DHB option is the only one on the table.

looking from the cobbled together point of view the community port must be there preferred option.
more money up front and the british public would see the term "community port" and think "oh goodie".
