you maybe thinking about flytipping heike which is different to people leaving rubbish outside their homes.
not that it matters much as the abysmal record of councils on prosecutions shows.

The trouble is so many seem to have no pride in their environment, some but not all come from slums and think it is ok to turn wherever they live into a new slum.
Enforced community service would be better than fines, make the offenders clear the whole area.

spot on jan and heike this is a simple problem of right and wrong.
the problem is that it is considered politically incorrect to flush out who is responsible with the nett result that not very bright people think it is all immigrants that are responsible.
i have said many times on this forum that there are many nationalities in the area that i live and the only way i know they are there is because of their car number plates - just go to work, come home and behave normally.

I think you have it spot on Howard.
Waste Services have been contacted very often about waste and rubbish and they do get it cleared and have taken translators with them to clear the rubbish and advise the residents what is expected of them - or they will be fined.
I have been advised that the old Byways Hotel, just up from the junction with Elmsvale, have now been spoken to about their wheelie bins, but now houses lower down (below Belgrave) have about 5 commercial wheelie bins and they leave their bin-lids open and so the gulls and other vermin rip the bags open and are spreading the food etc. around.
Hitting them in the pocket to try and make them behave responsibly is great, but if they don't have any money because they're on benefits and continue to not play the game, what do you do ?

Much of the problem is due to laws Keith - the powers that local authorities have. They have to abide by the law and work as hard as they can within those laws.

I do not think this subject should be a case of political point scoring it is far more important, as Roger says one offender gets spoken to and another problem starts, there is an on going battle to get the area clean and tidy.
The problem is these inhabitants just do not care about what their homes look like, just the same as some properties that are lived in by some of our indigenous population..

I feel sorry for the residents living amongst the bomb site that is folkestone road
It's just not right that people should have to have this thrust on to them
But theirs something ells going on in this place ,,,the poor indigenes are being displaced from what was affordable accommodation ,this is happening all over Briton
The poor are paying the price for the decisions of labour and conservative

I can see where you all coming from. But surely by law you cant have a two way system. It must be a one for all situation.
If these Residents unable to keep clear of rubbish in any way, cant the benefits not be cut? or is this against the law?
Roger believe me all these People are fluent in english. I find and I am not racist, England does far too much with translating stuff into their origin Language. I have seen and still is in schools. Everything translated in "other " languages.
This is England anyone willing to live here should adapt to it or go somewhere else.
When I came over 16 years ago, I could barely speak english. Well, school english (not the best) but I managed.

Maybe they do speak English Heike, but to DDC officials and the Police they don't.
DDC officers pay them a visit with an interpreter so there is no excuse of not understanding - but they still won't comply.
Getting back to the Aussie Lady, there is absolutely no reason why she shouldn't stay here - they let murderers and rapists stay here and they have never conrtibuted anything to this country.
