The strategy is the same:
become candidate by default, invite the top UKIP chairman over to Dover to speak out for Vic, a front-page cover, and Vic's your uncle...

Quite honestly whether or not he is the chairman or not, or if he wishes to stand, he, or the party are unlikely to get anywhere, you dont win elections by turning up on election day.
you need to build a base.

Vic had stated on - this - Forum, that he was going to get anyone from outside Dover and Deal to stand as next MP candidate, or be himself the candidate.
In May 2010, however, after the last G.E., he had clearly promised he would not stand again, either as chairman or as MP candidate.

it has been made clear the ex chair has left.
whether or not he returns when the election looms would be of no surprize to anyone.
that said i think you will find even local party members probably wouldnt support him to put up for that position.

my prediction and usual patterns
the elections in dover will be fought by labour and the tory
the rest will be also rans just taking votes votes off of the 2 main parties
but there will as always be a big distance vote wise between
labour/tory and ukip(whoever the candidate)
