Gawd - amazing pictures Terry. I thought people had all but given up this kind of thing due to public embarassment, although indeed you still get some who pretend they are proccupied with the far distance (as shown above) when Ruffles or Rover does his business.
Very anti-social.

Not worth it Keith, the chap can't be identified as his face isn't shown. The dog did start to do it at the entrance of the King's Hall but was dragged further on. He was clearly aware. I have met these two before, let's just say I thought it wise to stay in the background.

I don't disagree with your comment on keeping your distance, but if your aware who they are, or a rough time they walk dogs, you should let council know

There are so many ways to make it easy for people to clear up after their dogs yet in many cases it doesn't happen and gives the rest of us dog owners a bad name. Many parallels with drivers persisting in talking on mobile phones when there are many cheap and easy handsfree options available. Now that REALLY makes me cross

pragmatic keith i don't do glorious defeat. i kniow from experience that any kind of anti social behaviour is not taken seriously.
all efforts to get a response to problems have just left me wound up, so i do not bother contacting the council about it.

That's the problem Keith, they are irregular and I don't know who they are. I only recognise them because of the dog.
Totally with Claire re the mobile phones. At the moment cars are speeding past my place to try and beat the traffic while driving one handed. I think I mentioned a few months ago that white van man narrowly avoided me turning a corner. His right hand held his phone to his ear while his left hand turned the steering wheel while holding a bread roll.
But I digress.

What we need is to give PCSOs and civil enforcement officers the power to issue fixed penalty tickets for dog fouling and other low-level antisocial behaviour such as littering and cycling where prohibited. Other districts do it.

To me it looks as if the dog was just skidding to a halt so as not to be dragged front-on against the phone box.
Or scratching its flea-bites aginst the electricity-wire box.

When I said about contacting the CSU Manager at DDC, who now has responsibility for Parking Services and CCTVs, about increasing the Enforcement Officers powers, Howard said I was too optimistic (or was it naive ?).
I still believe that this should be done and some powers that the PCSOs "could" have are actually introduced.

Alexander if your theory was the case the dog's lead would be pulled straight it is slack indicating the idiot owner is standing still.

Jan, one can clearly see that the young man is walking! This fact alone makes it impossible that he had stopped over to let the dog poo!
Further still, there is no evidence of any heap lying there where the dog skidded (or scratched its flea bited).

possibly because the dog warden was so on the ball that he/she cleaned it up and find the owner on the spot alex?

The man was not walking. Whilst his dog was crapping he was rocking back and forth. As Jan so rightly says the lead is slack.
