13:0592852I know what the answer to this question was when I last asked it in the 90s but things have probably changed now.
Are other council officers able to issue tickets for dog fouling? I'm thinking of the Civil Enforcements Officers, better known as trafffic wardens.

14:0592857They didn't know but I guess it was zero,I did ask about Civil Enforcement Officers but was told it is just a change of name and that their duties would not change from Traffic Wardens but I need to study the 2006 act.

17:0092866It was not because they don't keep records Howard it is because the Accountants there couldn't tell me,when you see the big numbers we were talking about and someone asks how much we got for dog fouling it was a bit much to ask.

08:1092942I asked the Council last year and they were able to tell me, I can't remember what the sum was, but in hundreds not thousands; I understand the number fined/prosecuted was about 3, may have been 5, but it was a small number.
I have asked Chris Allen to discuss with the Chief Constable about widening the powers of PCSOs and abpout DDC expanding the duties of the Enforcement Officers, but I believe that will need a political will, so a Cabinet Member will have to request that.

09:0392946I once asked an enforcement officer why they did not have powers over dog fouling, littering, cycling on footways, etc. and was told that their union would demand higher pay for the additional workload and that the council would not increase wages. With no political will to overcome those obstacles, the status quo remains.

09:1792947If they have no powers beyond parking what was the point of changing their name?

10:4792958Not sorting out the dog poo problem will hardly encourage people to come to Dover. Walking between the town and my brother's house at River means we spend the whole time dodging and side-stepping, with conversaton consisting solely of "Look out for that!" "Mind that!" "Watch out!" The paths were disgraceful, and one in particular we couldn't use because it was so filthy. It's clear, also, from the way the poo is spread along the paths, that people are treading in the poo and then walking it further. It's horrible.
We were in another town recently, and there wasn't a trace of poo. Such a difference. They can keep their town clean - why can't we?

07:3693258Lack of will perhaps Maggie ?
Maybe we have more irresponsible dog-owners who just don't give a (no, I'm not going to use that word) damn about where they live.
Maybe it's a matter of priorities and dog-poo and all the subsequent dangers of it - and the mess of course, is felt to be less, not more important, than other responsibilities.
Maybe the Town Council would pay for a dog-warden; perhaps it's something the Parish Councils would be happy to fund - by putting the cost on their precept; either way, we'd all pay for it, but it is a service we need - isn't it ?

08:4393266If there was a crackdown for a couple of months that would do the trick, most of the offending owners would be caught in that time.

08:5093270it would be interesting to know how many prosecutions there have been, as there have been some.
local rags dont find these gd news stories so even though informed don't publish
the fines of £25 are to low and the cost of going through the courts
solicitor fees etc have to b weighed up on cost effective lines

08:5593272So, given that the Civil Enforcement Officers don't do anything about it (and to my mind they should), is it down to PCSO's and PC's then?

09:1893276Exactly Keith, that is my point, there are more CEO's (or appear to be) than PCSO's so all the more likelyhood of being there at the time.

09:2193277Perhaps changing the name was just a PR exercise as "Traffic Wardens" always got a bad press.

09:4693279You don't need to labour the point Keith I got it the first time. My point was, the more people on the streets with the power to do something about it then the more the problem would be sorted.
