11:0893292They could do fixed penalties for litter & probably dog poo as well as traffic/parking management.
PCSO's could issue fixed penalties for a range of activities as well if the Chief Constable allowed.
All a matter of people getting their act together & using resources properly.
I'll leave it there at present, it is an ongoing debate that needs addressing.

11:1193293I asked Ken Elmes recently what the police were doing about it, Paul, and he implied that they have bigger fish to fry and that prosecuting anti-social behaviour which does not involve criminal damage, drunkenness or violence was down to the district councils.

Surely the public don't want people dresssing up as police or police support who can't or won't act.

16:4993335I was talking particularly about dog fouling, littering and cycling on footways. He confirmed that PCSO's powers were little more than taking names and addresses and working on the 'hearts and minds ' (my words not his) side of policing i.e. Community relations.

With KCC wardens, CEO'S & PCSO'S why cant we get action that combines enforcement.
Perhaps it is because they work for three different agencies.
So who is stopping progress?

public money goes in to all of them but results are not forthcoming.
incidentally is the toilet situation sorted yet?

the whole thing is so frustrating to the majority who stick to the rules.
an example:
a big thing was made about pavement cycling, signs were put up and the police made one of their public relations statements along the lines of " we have asked the community what they want and we have responded".
we all laughed at the time and were proved correct.

07:4993442Vic, if all dogs were chipped and dna's taken when issued with a licence, then your recommendation could be carried out.
The ban on pavement cycling, especially in and around the Market Square and up Cannon Street/Biggin Street, could be acted upon if there was a Town Policeman, but with PCSOs not being able to issue fines etc. it's a waste of time - cars even drive up there (between 10.00 and 4pm) and of course, there's no one to stop them.
I've spoken to some people and the questions have already been raised, perhaps soon we may see a difference.

09:0393445by all accounts it sounds a right mess,if we had police and pcso patrols from say 7am to 10pm 7 days a week dealing with all public order offences with fixed penalty notices.repeat offenders peanaltys to be increased by 50% every time they offend untill they get the message.
