Rubbish, absolute bloody rubbish. I have said how it is for District Councillors. I have never been told how to vote, I have never signed a bit of paper to say I will vote a certain way.
Policy and reasons for that policy - on a particular issue, is explained to us ALL, if someone doesn't agree, it then gets further discussion and explanation. If someone is still not convinced, they vote accordingly.
I am proud to say that I am a Conservative District Councillor and proud to say that we do NOT have a whip - that's it, end of.

whip or leader controlling not to much difference.
Although Sue is in a difficult position at the moment as chair of the council, and i now suspect even outside this position she wouldn't say anything.
the meeting in question to remove her from her housing portfolio was clear to us all
and took us all by surprize it was made so public

Lets keep it simple.
If you know what your boss wants to happen,you know what you are ``expected`` to do.
Forget all the gobbledegook of signing a piece of paper or being told what to do.
Political party`s will always be in ``control``on how members vote and if anyone steps out of line their effectiveness is
somewhat reduced.
Some examples ; Lets take the title of the thread ``DDC no change at the top``............there was no change
because ..``no one stepped out of line``The chairman et al did what the ``party`` wanted ( Fuhere )
However a few years before the present Chairman `stepped out of line`as Chairman of Housing and the Leader ( Fuhere )
sacked her. # 56,# 66.# 102.
Personally I stepped `out of line`on two ocassions,once as a Rural ward Councillor.My constituents wanted me me to vote
against my party`s intention to increase ``Cesspit Charges``...so I did.
Afterwards two senior tories ( one still a member ) slapped me on the back,enjoying my embarrassing situation,saying `Well
done old boy,man of integrity`` I replied `Try it sometime`their answer was
`You must be joking`.........Reality...

Reg, this something you must have enjoyed in the 'collectivist, controlling' Labour Party, all this whipping, but do not think that your fantasy is shared by others, not at a local level anyway. You have been told by people who should know so just accept the facts that have been presented. The thought of you and whips really must put people off their tea!!

i would be interested to see the voting over the years at the town and district council.
i bet they are very consistent along party lines.

There are many,many,many examples of when all political party`s control the votes of their members,
A most recent ``local``example ;-
``Green Waste Vote``
Sheperdswell and Eythorne have two District Councillors....``both campaigned `vigorously` against``the Green Waste
charge.......and they informed the Parish Council.
One of our Councillors is Tory and one is Labour.
When it came to the vote at Council the Tory Councillor followed Party instructions and voted to charge Dover Residents for
the Green waste Charge.

Apart from the Myth that politicians of `all` Parties are `not controlled`in how their members vote there is another major
Myth that members are in `control`.
The fact is Officers are in control over the members.eg.When leader of the Council I had an Officer mentor I trusted and I
tested him on the changes I intended to make.Many he agreed with,not from a political point of view,purely if they were legal
and would improve the Council but when I put my ideas forward on the Budget we had our first clash of minds.
At the time we had to put the Budget to the full Council I was told the facts of life and true situation.
No administration what ever colour has full power over the money the Council have to spend.
The fact is,when I was leader, 93 % of the money available was already ear marked,spoken for,mandatory..all I had to play
with/use was ...7 % ....petty cash....
Way back when I challenged the present leader his defence to the group was that he had just given the `group` Council the
best Budget ever...balanced/sustainable and we all agreed with him...........it was a load of cock
.Foot note.When leader there was an Officer management team ( where true control was ) where all major proposals were
hatched.
After a few months of my insisting that I needed to be a member of that team the Chief Executive was refusing.I consulted
my Officer mentor to find a way around the problem,he told me that the CEO could not make me out and did not know how
to handle me and my requirements because I had a home in a higher tax bracket than him a big BMW with a personal
number plate but did not have a plum in my mouth.
Perhaps if I had gone to Eton things might have been different?

#109 Keith, he is not and never has been a member of the Conservative Party or Conservative councillor so he is not is a position to know what the truth is. Those who are in a position to know have told him the truth but Reg is not interested in the truth so ignores it and just repeats his own fantasies. He may have enjoyed being whipped and controlled but that never happened to me and Roger has confirmed the same as well..... Roger and I are not into diominatrixes unlike, so it appears, Reg.

all this talk about whipping and dominatrixes reminds me of the classic comedy "the new statesman".
alan b'stard enters this house of ill repute and as he is disrobing a lady is going through her notes and suddenly starts beating him with a stick.
he grabs it off her and screams "you stupid bitch i am a sadist not a masochist".
i seem remember a press article on our chancellor on a similar matter.
