Personal jibes to one side - for what it's worth I find PaulWs posts informative and clear when he posts - the wider picture is that obviously crap decisions are made that annoy the public. This reflects the poor decision making as well as how out of touch and autocratic our local system is, and the system is made up of individuals. Some of those individuals will be responsive, articulate and able, some will not. We have delegated the decision making to these people who somehow appear to have assumed that means they can make all the decisions they like without challenge. Not true. I suppose a few proper answers now and again might help.

Every politician in national/local government knows the `whip` exists at every level.
Parliament,whips have ``gun towers` around the Lobby room,County openly operating it in the Chamber,whip have total
control,District not so obvious but dealt with``Freemason style``behind closed doors in the party meeting room.No one
steps out of line....if they do they suffer long term.....
On my watch tories had the `Maxton`room, Labour had the Chamber,because the had control of the Council.Some thought it
was `bugged`to find out how our party was `whipped`on the agenda items.
Prior to my watch it was ``alleged``that the `Maxton`room was `bugged`to find out how the tories were being
`whipped`.
The ``alleged`` incident did have repercussions,which our present Leader of Dover District Council will be aware of.
Wendy`s contribution ( Former Chairman DDC ) ``Thankyou Roger,if what you say is correct all Councillors will vote in
accordance with their parishioners wishes.We have several examples of our district councillors having followed the
`whip`against parishioners wishes and one of our past tory councillors have confirmed there is a tory `whip`.

great in theory but wouldn't work in practice.
any independent candidate would have to arrange the printing and delivery of literature and and would have to take 3 or 4 weeks off work to go around knocking on doors.
party machines do all that for their candidates.

firstly in the more recent posts; as howard says in a democracy surely anyone can stand whether they be from a political party or independent
but dont get me started on what an independent is.
going back to reg post;
i recall in my very early years on the council i came across one of the 6 chairs of dept who was happy to have on his desk that he was a member of the freemasons
looking further into this 5 of the 6 chairs were freemasons and the 6th wasn't happy to disclose it.
now, they(freemasons)do a lot of good charity work, but its the secret behind closed doors stuff that you have no idea is in operation that has always worried me
ie'; job interviews, getting people off of charges etc
but getting back to the original post;
even our sue suffered under paulw whip for her outburst in the chamber whlst holding the housing portfoliio, to everyone's surprize on the labour side paulw left the meeting whilst sue spioke which angered sue(and she said so when he returned) and quite publicity he stated she didnt need to worry as she wouldnt be in the position at the next agm(and she wasn';t)!!!!!
but of course theres no whip or one man team lol

i must admit some of the snippets from the council chamber make me chortle.
i remember one many years back when the reds and blues had equal numbers and an old member here brian martin wanting to pop out for a cigarette but worried that a vote would be held when he was outside.
after being assured that would not happen he left the chamber and a vote was held the minute he stepped outside the door.

I would certainly agree that party politics at a town/parish council level is irrelevant.
At District and higher though, with statutory duties and a high level of tax/spend, it does have relevance for budgetary and strategic matters.
One thing - a lot of people who moan about party politics at these level often do not understand the role of Parties in it. I find people picture some kind of over-riding central party control and that is just not what it is. The local party selects candidates, the local party supports and funds them in the elections and local policies are derived by the local parties. I speak here only from many years of direct experience of the Conservative Party and cannot speak for the others.

one of the funniest people i have met was brian, retired army officer(major i think).
delivered his lines in such a deadpan manner, wonder how he is getting on now keith.
