It reads as if you only have to get the permit with any valid ticket to carry on with free parking.
I assume that Folkestone residents who aren't affected by the closure are parking for free and Southeastern are trying to stop that.

Can't say i'm surprised at the anticipated length of time the job will take, I think many will be pleased to know that it seems to be a long term solution rather than a patch up.

A great shame it is going to take so long but entirely understandable, simply because they have to work with the sea getting in the way for several hours every day never mind when the weather is against them.
