If plans are presented, Paul, it's a matter of marching up there with spade, hoe and rake to put them into effect.
For example to plant flowers in some areas.
Any plans to cut the grass more often would involve access to a lawn-mower.
So a group would need these basic tools and a place to store them in. Plus any fencing needed to place around flower-beds.
And a flower planter to show them where and how to plant flowers/bushes.
Unfortunately I have experience in planting vegetables and not flowers.

And hopefully they won't use weed-killers to keep the weeds away from the flower-beds, but manual chemical-free input!

Set up a committee with a formal constitution called something along the lines of 'Connaught Park Peoples Committee' (not of Judea, before someone makes the joke). Advertise it and obtain a core of volunteers willing to give up their time and energy. If the whole of Connaught is too daunting, pick an initial specific area to manage and go from there.
Once your structure is in place and constitution written, with roles, i.e, Chairman, Treasurer and Secretary you will have in place an organisation that will have potential access to grant funding. With that mowers and tools could be purchased. I'm sure DDC would be delighted with such a body - look at Susan's Community Garden, for example.
DDC are not going to do it for you. They are utterly cash-strapped, and the situation is not going to improve any time soon. I thought everyone knew this.
But of course it'll not happen here. It's much easier to sit back, point fingers and wait for someone else to get on with it, Then when it doesn't, just come on here complaining that nothing happens or with bizarre, unrealistic flights of fantasy. I've seen it again and again on here and elsewhere. One has to be pro-active to get these things to happen - it's a fact of life in Dover and many other towns of our size.
On another note, I've never seen so much online energy spent in arms about one man's imagined project that was never on the cards in the first place.

getting back to the issue i received a phone call about half an hour ago from someone that looks in saying that the castle forum is defunct putting them out of the equation.
i have not had verification but the caller said the forum imploded over the issue of the community centre.
if that is true then we need to get back to people in the area forming a group to help with the upkeep of the park.

Not sure why querying why people are happy to shout from the sidelines and not actually do something to help is a turnoff ?

Paul, the point of my post was that any voluntary gardening group should, in my view, be trained in organic gardening, without the use of chemical products.
I say this also because I have a theory that chemical products to fight plant and tree illnesses can cause the algae or bacteria to become gradually more resistant and more powerful, so-by overcoming the natural defence systems of trees.
Just a thought worth thinking over...

sorry paul but that is crass, i and many others sussed out that connaught park is in need of help many times.
positive ideas have been aired here, mindless vendettas do nothing to take things forward.

Ideas are all good and well but things need actions to be able to happen. No matter how small even if it is a group of people that arrange litter picks regularly, something like this can easily make a difference....

My point is to 'Dover' in general (as they are all looking in and being put off by my postings) !!
I have no expertise in looking after napoleonic fortresses and I have a busy full time job, but I do my bit to make it possible....every little helps

I'm sure those with time on their hands are some of those making the most noise, and not just about Connaught Park.

the next stage is the most difficult as there doesn't seem to be any community group in the ward to organise anything.
ddc would have to play lead and decide what is covered in the contract with english landscapes so that it becomes clear what work volunteer groups can take over.
hopefully a ward town or district councillor will put his or her hand up and act as liaison between volunteers and ddc.
nothing can be done until then.
