The usage is weather dependent. Obviously there are dog walkers or relentless always-walkers (like me) who'll be there come rain or shine, but not many will plan for a picnic when they'll find mud in their sandwiches.

I remember Charlie Holland, we lived almost next door to them on Astor Ave in the 60’s

Reflected landscape with frog spawn.
My old not-smart phone can do nothing to conceal the dull brown of the pond, which is now a chinese whisper of its glory days. I fear it'll be drained, cleaned, and turned into a 'skateboard facility' before too long.

DDC should buy it, and install a park keeper in it with a large budget for restoration and maintenance.
Maybe use moneys intended for 'community cohesion and resilience' or 'IMPACTfest' and the myriad other such schemes.

Walked up and over Connaught Park the other weekend for the 1st time in years. It was looking a bit threadbare, but I put that down to the time of year.
Took the "zig zags" to get back down into town. Now there's a neglected "park". I wonder how many know it even exists?

'Zig zags'. Do you mean the wooded path that parallels Castle Hill from the top of Connaught and exits at Laureston Place / Victoria Park, then the dank path to Maison Dieu?

That's the one. Does it have a proper name?

No idea. I use it frequently (upwards and downwards) and hardly ever see anyone else on it, but never thought it might be named.
Perhaps it's another one for the 'Vera Lynn fan club' at DDC?
