Sorry Reg that still isn't an answer - to the average man in the street how is it going to affect what is in their pocket ?
Your big assumption is 'management' don't do anything worthwhile. I am on a management grade and do a heck of a lot !!

correct sarah there is good and bad at all levels.
I can only agree. I am watching from the close sidelines as Public Sector bods scrabble around for re-named re-shuffled jobs at an inflated salary. Even the crap ones are just shuffling. Sadly, some of the good ones, able to make effective policy and manage the changes, are being poached by the canny private organisations. And good luck to them, frankly - my organisations will be all the better for them.

Sorry missed the earlier responds, but I cannot believe that:
"The four Councils of East Kent have a wage bill of £ 50 plus million.................... management costs are 50% of this amount.................we only need one management team to run East Kent Council costing approx £ 15 million."
Certainly where i work 50% of the costs are not management nor 50% of the people, a long way off......
