The CPO will empower Dover District Council (DDC) to push ahead with the St James's development in the town centre.
In line with formal procedures for a CPO, notices will be published in the local press for two successive weeks and land owners, leaseholders and occupiers informed.
DDC leader Paul Watkins said: "We are now at a crucial stage in the development, which we know many people want to see realised. We have worked hard to develop the scheme to a point where we can commence the formal CPO process in respect of the land and interests not currently owned by the council."
If the owners of the Burlington House, Oakley Properties, do not settle with DDC privately, then the CPO will be issued, go to tribunal and could ultimately be settled by Local Government Secretary Eric Pickles.
John Laker, managing director of Laker Developments who have been working in partnership with DDC said: "We are starting the CPO process to ensure that the project will be delivered. However, we are hopeful that we can reach agreement by private treaty with landowners without going through the whole process." etc

Going by the time these things can take I think the simple answer is NO.

Now that the CPOs are out, there is a good likelihood that those who have been holding out will see that it makes good business sense to start talking and save time too.
But I feel negative as far as the time scale is involved and suppose there are appeals against these new CPOs what then, nothing for ages and ages.
I want to be positive, I really do but I am also a realist.
