So Vic, over to my other thread which I don't think you have commented on - "What would you do ?"
Other than the constant get rid of the planning department (which you cannot back up with current examples of why) what would you do better than what the current plans are trying to do and how would you do/fund it ??
Been nice knowing you :)

i went along and had a look at the plans, didn't take any notes so i can not give details.
however the overall impression i took away was that it was not over ambitious but achieveable.
in conclusion it was a thumbs up for me, particularly with the bit about the new hotel being fast forwarded.

Paul you are right about funding we all know that the D.D.C do not have any at this time, What would I do better then what we have now,I do not know if I could, but yes I would act ,on the planning dept, and I would make it clear to the officers that the cllrs are ones that run the dept not the staff, but the cllrs would have to be experts in planning, and know what they were looking at when it came down to drawings etc.

Vic, I am really surprised you seem quite satisfied with what is or is not being done, seriously you must have some ideas for improving the town.
The councillors would not have to be "experts" on planning most people can understand a drawing or a plan or are you saying that our councillors including yourself are thick.

Mrs Higgins,I am not satisfied far from it,yes I do have my own ideas and they are in line with what most of you are saying.

I have highlighted some ideas for the town but we do keep coming back to the lack of vision by the planning dept, which could have a major affect on dover's future.
it is clear the officers run the council and the planning dept is one of the worst for it,
i wouldn't say the councillors cant read plans, it's about what's best for Dover or the individual wards.
for to long wards have been ripped apart and no real thought as to the long term effects on the ward.

Can I ask you the same question I keep asking Vic but he never answers....
What recent examples can you give of the 'planning department' making decisions to the detriment of the town?
I'd have thought that planning applications would go to the council, the planning department can weed out what is legal/not legal/etc (as they are the experts that know the regulations_, then they go to the planning committee to make the final decision???
Surely it isn't working like that then the planning committee should be jumping up and down and doing something about it??
Been nice knowing you :)

not that simple paul, i assume you are replying to keith.
councillors can read plans the same as any layperson, where they inevitably fall down is knowing regulations.
officers can blind councillors with science quite easily, i have been to public meetings on planning and the officers have great tomes in front of them and a selection of cliches/jargon speak designed to frighten the life out of anyone challenging them.
it is in the interests of planning officers to turn down as much as they can, anything passed that then causes controversy puts their jobs at risk.

Paul I was told earlier this year that a development in Woolcomber St had initially been refused by officers because it was 'too smart for the area' or some such.
The application to replace the soup kitchen with a new hut was allegedly refused because a flood risk assessment had not been provided.
I don't know for sure if either of those are true but I am sure the details will be on the DDC website.
Many applications dont reach the eyes of councillors, which I think is just plain wrong.

Correction here .All councillors receive a list of planing application every week .Its our job to look them up and look at the plans .If in the ward we represent to visit the site and to forward comments to the Planning department .

The public also sees all planning applications....
So Vic - you rest your case on heresay as Peter says may not be true??
Dangerous stuff heresay..... I looked up planning application DOV/11/00186:
Proposal: Erection of a cabin (existing cabin to be demolished)
Location: Russell Street Car Park, Russell Street, Dover
Actually submitted by Roger Walton - Directory of Propery Waste & Leisure Service
FULL PLANNING PERMISSION WAS GRANTED !!
"TAKE NOTICE that Dover District Council, the District Planning Authority under the Town and Country Planning Act, HAS GRANTED Full Planning Permission for the proposal in accordance with the application and accompanying plans received on 28/02/11"

I don't think that was the first attempt Paul. And Sue, do all councillors religiously look at all applications notified to them? And how many are rejected by officers on technicalities before being validated?

I am really pleased to hear we are going to get a new soup kitchen.....I will pass the word around to all the needy in the Town.....
Excellent to hear something has been passed and is going ahead
I think I will get in touch with the National Newspapers and let them know that Dover.....a Town everyone has heard of far and wide is going to get a new soup kitchen.......................
They might want to come to the opening....

Isnt it a sad reflection that a soup kitchen is needed.I take my hat off to all those who provide the homeless with at least one hot meal a day .At my Civic Service the proceeds from the collection will go to the Soup kitchen
