  Well here we go again.
  
  
  Council Services:No front-line cuts.
  
  To maintain and improve front-line council services We Will
  
  (1)Halt all cuts to front-line council services.
  2)Keep police on the beat to protect the people--from anti-social behaviour.
  (3) Improve health care for the elderly.
  (4)Maintain the roads properly.
  (5) Give rates relieef to local businesses.
  (6)Increase provision of free parking.
  (7)Invest in high-quality state education.
  (8)Preserve our public libraries.
  (9)Improve public transport.
  (10)Energise the voluntary sector.
  (11)Devolve budgets,not burdens.
  (12)End aspirational waffle about local--communities.The Big Society is a big mistake.
  
  To pay for these commitments,We Will
  
  (1)Cut councillors, allowances and expenses.
  (2)Audit councils,performance externally.
  (3)Slash fat-cat pay deals for senior council staff.
  (4)Restrict councils< advertising and --self-promotion budgets.
  (5)Sell surplus council land.
  (6)Abolish non-essential and"politiclly-correct"--services.
  (7) Leave the EU/
  (8)dROP THE eu lAndfill Directive,which costs--each council £3million a year.
  (9)Control immigration and the cost of immigration.
  
  I agree with most of this but not all.

  Howard, we're assuming Vic is handing them out by other means rather than just offering them on here.
  
  It would be very confusing if he were to do that while out canvassing, especially as in #48 he has said "if you support this manifesto or UKIP or just me then vote for Vic MATCHAM."
  
  He's trying to have it both ways on the back of a manifesto from a political party that hasn't supported him to stand.

  Ray, I know that UKIP councillors have been elected in the past, but I was referring to the latest trend.
  
  UKIP also has 12 MEPs in Brussels, more than Labour or the Lib/Dems.
  
  As for internet, most young people use it, and to be on the Web with surprises to offer is a bonus. For example, if you google: British Independence on the images key, the first images are from me, and that is world-wide!

  Alex, I'll tell you the latest trend where I live in Lydden.
  
  Since 2001 we've had UKIP candidates in all general and european elections obviously. In the 2007 DDC election and in the by-election last December we had a UKIP candidate.
  
  This year we don't have one from UKIP for the DDC ward councillor.
  
  By the way, you don't seem to know that Google responds to your own browsing history, it gets right inside your head eventually and knows more about you than you do. The first links that come up in the results are based in part on your previous browsing history and searches, just shows you've been looking at them recently.

  No, Ray! I found out on a computer I had never used before! Then I double-checked it on another computer I had never used!
  
  I also double-check my articles that way, to make sure I know their ranking on any computer.
  
  Adding to that, if you delete the browsing history, your computer will start afresh, so again you can see any ratings you want to check out, without the occurance of search-memory as you mentioned above.

  Anyway on we go
  
  Democracy First,We the people,shall rule,(I do not like that heading.)
  
  We will (1) EMPOWER LOCAL PEOPLE by giving you the right --to call binding referenda on local issues.(I can nor wait for the come back on that one,I will start it off for you (The Port) .
  (2)Let you, rthe people ,decide major planning--schemes like supermarkets by referendum.
  (3)Grant no right of appeal from the people,s --decisions on planning schemes.
  (4)Introduce election for county health.-- education and police boards.
  (5)Expect your councillors to put the people,s --needs first,ahead of party dogmas.
  (6)Make councils,schools,police,hospitals, --planning and social care put local people first.
  (7)Keep central goverment out of local government.
  (8)Abolish regional government.
  (9)Restore our ancient county, borough and ,parish councils.
  (10)Let councils control their own finances by --keeping half of local business rates.
  (11)REplace VAT with a local Sales Tax,with a --proportion going direct to councils.
  
  Well there is alot to think about with that lot.

  Vic, UKIP will never get its hands on the levers of power so these manifesto commitments are irrelevant. Parties not in power have the luxury of promising the moon and never having to deliver.

  Education: Put pupils and Parents first
  
  To bring Britain,s education up to international standards, We Will
  (1)Let the people elect county education boards --to make our schools better.
  (2)Scrap useless paperwork and trust teachers to --do their jobs.
  (3)Build more Grammar Schools.
  (4)Insist that schools teach the 3 Rs.
  (5)Close colleges using bogus courses as a back --door into Britain for foreign students.
  (6)Reinstate the student grant and educational --maintenance allowance,
  (7)Encourage vocational apprenticeships.
  (8)Give parents the right to choose where their --children go to school.
  (9)Protect rural schools.
  (10)Encourage home schooling.
  
  To pay for these commitments, we will
  
  (1)Let head teachers decide whether a qualified -teachers fit to teach.
  (2)Encourage major universities to pay their way --by offering online degrees.

  Those ways of paying for all the education changes -
  
  (1) won't raise anything
  (2) already happens and would raise peanuts compared to the cost of restoring the student grant
  
  But hey ho, it's never going to happen so no point discussing further, time to crack a cider.

  Peter, the Tories have a localism bill plan, may-be not quite complete, but they simply do not put it into action! It includes referendums (binding) on important local issues.
  It is in many aspects along the same lines as that of UKIP, at least in its overall intent, ie to de-centralise financing and administration and give more local decision making, but including a popular participation in decisions.
  
  Somehow, it just hasn't taken off.
  
  Surely UKIP is making a headway here with the local/national manifesto programme, especially in view of local elections. Labour is fosilised in antique ideals that faded out long ago, and never recovered from its reputation of New Labour change-over that led Britain to economic disadter.
  
  If the Tories can not, or will not, implement their localism bill, then why not vote UKIP? UKIP also campaigns actively for Britiain to leave the EU, the Tories don't.

  Network Rail was created to replace the catastrophic Railtrack which was the dismal failure of an organisation formed by the John Major government to run the infrastructure of the privatised British Rail. The board consisted entirely of financial wallahs with just a single engineering representative. They were totally clueless and only knew how to keep asking for more money. The network fell into rack and ruin and the government were compelled to essentially renationalise it under the name Network Rail, with the government being the sole shareowner.
  
  It is now £25 billion in debt and is subsidised by the government to the tune of £3.5 billion per year. One assumes that the government would need to write off all this debt before turning back the clock and offering it to the private sector. The individual train operating companies would certainly be interested in buying the track and signalling in their respective areas as it is one of their gripes that these are out of their control. This would restore what they term vertical integration and come closer to the ideal, that of the British Rail which we have lost, where the national rail system is run as an integrated whole rather than as the present very expensive fragmented multi-layered mishmash of franchised local monopolies.
