I have received this reply from DDC about that dilapidated building:
Progress was being made in June 2013 when one of the Landlords was going to contact the other landlords that have an interest in the above property requiring them to help pay for works that largely cover the external repair of the building.
This Landlord received an ultimatum email recently and a satisfactory response is required by the 19 December 2013 or else !
Customer Services have forwarded the photos on to Waste Services for action.

thanks roger. i suspect the miscreant has seen the paltry fine handed out by the courts over the atholl terrace property and is not to worried about what the courts can do.

Roger, surely DDC should have contacted all of the landlords involved and not left it up to one of them to contact the others or is he the freeholder of the whole property.
I do not really expect you to know the answer but it struck me as odd for DDC to only deal with one and not all of the landlords but at least something is beginning to happen.

Kent Police confirming on Twitter that the wide load will be on the move this coming Saturday. Expect it to leave the Western Docks between 0800-0900.
