A sorry state this morning!
Seagulls had ravaged numerous binbags overnight, leaving trash strewn in their wake.
As I waited for the bus in to the office the binmen arrived, gingerly removed the shredded remains of several bags and proceeded to retreive a shovel and begin to pile up the remaining debris. Sadly, that was it and instead of shovelling it in to the back of the truck it was left there and they moved on to the next pile and repeated the process.

When we lived in Kuwait we had problems with both birds and rats getting at the garbage. In response the authorities decreed for each street a half-hour window during which rubbish could be put out for collection. Our windows were 7-7.30am and 4.30-5pm, every day. Result: totally spotless neighbourhoods.

must come out very expensive to have collections on a daily basis.

Twice a day, Howard, 7 days a week. Streets were swept at the same time.

i remember years ago reading that most menial jobs in kuwait were carried out by indian and pakistani workers in return for dire wages and living conditions.

I noticed earlier that around the back of the Town Hall, the Dover Town council bins full and overflowing - very unsightly!

the gulls see it as a running buffet.
not sure if it is down to the town council though.

Bad landlords face licensing crackdown
With multiple tenants crammed into decrepit properties, one London borough is taking direct action
"...In January 2013, in a concerted attempt to tackle the issue of poor private sector rented housing, Newham became the first borough in the country to introduce compulsory licensing for all private landlords. Elsewhere, mandatory licences required by landlords are merely for the multiple occupancy properties they own.
In Newham, landlords now need to show they are "fit and proper persons", which involves a Criminal Records Bureau check. They also need to demonstrate to Newham that any gas and electrical installations have a safety certificate, tenants are on written tenancy agreements, and anti-social behaviour and repairs are effectively managed.
So far more than 15,000 landlords have applied for licences for 29,000 properties - not all of which will be granted. However, there are a further 10,000 homes the council believes are under the radar, and these are the priority for licensing enforcement agents. Twice-weekly "dawn raids" are carried out by a council enforcement team in conjunction with the police and the UK Border Agency. For the council, these are primarily concerned with identifying and cracking down on properties where landlords have not bothered to apply for licences, as well as identifying illegal backyard "sheds" which landlords have increasingly been converting into illegal living spaces..."

This will never happen in Dover I am afraid as too many of the Cllrs in the ruling party are private landlords,and to make it mandatory will mean most of the Cllrs on that side would have to leave the Council chamber,so it will never come before the Council.Having a daughter who has suffered with poor private landlords in the past who do not do repairs or even keep their properties in a reasonable condition,but as soon as payment is late out you go.
If you knew what I know,we would both be in trouble!

good to see newham council keeping the initiative going, i don't see a problem in dover even if many councillors are landlords.
whoever is left in the chamber can then vote for action.

How does a vote of no confidence work for local councils? Can they be declared not fit for purpose? Just wondered.

We was along Deal seafront today as you know the wind was very high. There was no rubbish nothing,we went in the cafe we always go in for fish and chips, we was siting in the window when all this rubbish blow pass the window and there was more then I notice the cage lorry that goes round and take out the rubbish from all the bins and puts it in the cage on the back of the lorry, which he was doing, but then moving off with the cage open and all the rubbish was coming out of the open door.After our meal we went looking for the driver of that lorry and found him talking outside the gents to a mate the cage was still open.I went up to him and told him what was happing because he had not shut the cage door,He said" iTS OK TO DO IT BECAUSE THE ROAD CLEANER WILL BE AROUND ON Monday cleaning up the road,well must say I found it hard not to have ago at him but I did tell him that he should think more about what he has done and now the public will see it all blowing about ,he seem not to care about it,I went back to the car to get pen and paper to take his number down but he must have seen what I was doing and he drove off, I went after him but could not find him,I hope the D.D.C. Leader reads this post and can see if they can get him.the lorry number did start is a F but I would know the driver if I saw him again and I will keep a lookout for him,this kind of thing goes on all the time and it must be stoped.

There are a few issues around this;
1; It appears acceptable by DDC that those collecting rubbish can drop litter when they move the bins, but not pick it up>
2; The Idea of a road sweeper(or whatever there technical term these days)going around after the dustcart has been is a good
one, but having said that I havnt seen a road sweeper in my street in all the years I'v lived here 1999!!!
3;Bins being emptied appears a problem as I pass full bins on the Folkestone Road every day
such changes in how the system works, could go some way to solve the problems
