From the BBC...
" 1236: Norman Smith Chief political correspondent, BBC News Channel
tweets: Downing Street blame low turnout in part on lack of coverage by London media.""
This election was not run in London though, the spokesperson's meaning must be of a deeper quality, perhaps.

The story under your link Howard is developing...
"Independent candidate Ann Barnes is well on course to become Kent's first police commissioner this afternoon.
The former Kent Police Authority chairman has won all the county votes declared so far by huge majorities.
The Conservatives are conceding their candidate Craig Mackinlay will lose by a "significant margin".
Ms Barnes gave Mr Mackinlay a battering in the first vote - securing 8,148 votes in Ashford to his 3,630.
She has gone on to win Dartford, Dover, Maidstone, Tunbridge Wells, Shepway and Sevenoaks.
One of her biggest victories was in Maidstone, where Ms Barnes beat Mr Mackinlay with 10,762 votes to just 4,310.
Ms Barnes would win in the first round of the count at Dover town hall if she can secure 50% of the overall vote."

A LibDem pretending to be independent and winning on the basis of a lot of Conservative voters it seems.

Some honey from the BBC...
"Mr Shapps admits that he would have liked to have seen more people voting, although he says there have been five million voters. He says that means the PCC's have more democratic legitimacy than previous figures of police authority."
Some personal takes upon the process...
"Stuart Worthington, from Warrington...
...I didn't agree with what we were voting for, I didn't know anything about any of the candidates and three of them were affiliated to political parties - I think the police should be a-political."
He added he had spoilt his ballot paper for the first time in his life."

I voted for Anne Barnes based on the fact she had basic knowledge of the potential job having been chair of the Kent Police Authority maybe that is why a lot of others voted for her as well.
Barry has she ever stood as a LibDem candidate in the past, I know the other so called Independent candidate was a LibDem Councillor.

A wise choice, if I may say so Jan. If experience was to be the deciding factor this lady showed herself to be head and shoulders above the rest.

From the BBC haveyoursay site on ballot spoiling...
" Peter Henley Political editor, South of England
tweets: Impressed by creativity of Thames Valley spoiled ballots - from "A plague on all your houses" to "Young men died in the trenches for this?""
" Victoria Jones in Manchester
emails: I am far from apathetic about this election, in fact I strongly oppose the whole concept, so I felt my only option was to spoil my ballot. I have never done this before but as the government has forced this unnecessary and unwanted change on us without a referendum it was the only way I could register my protest. "
"In North Yorkshire 6,402 people spoilt their ballot papers, with 3,995 spoiled in South Yorks. "
" Lizzy Nay in Durham
tweets: @bbc_haveyoursay Interesting the number of spoilt ballots- it says much more than those too lazy to go out to vote!"
"In West Mercia there have been 4,273 spoiled ballots."
"In Hampshire there were 5,595 spoilt ballots of 211,886 cast, the BBC politics reporter for South of England Peter Henley says. Of those, 1,904 had two marks in first column, 1,900 were blank, 1,733 uncertain, 51 wrote name."

From the Kentonline...
"Medway was the final result to be revealed, but Ms Barnes did not win enough votes to reach a 51% majority."
So...it may require a count of the second preferences?

"The former Kent Police Authority chairman has won all but one of the county votes declared so far, but failed to secure 51% of the overall vote.
She and Conservative candidate Craig Mackinlay have now entered the second-preference stage.
Ms Barnes has a total of 95,901 votes - 46.8% of the overall vote - and Mr Mackinlay 51,671, or 25.2%.
Any of the eliminated candidates' second-preference votes for either of the surviving candidates will be added to the running totals - choosing the winner, who will need a total of around 106,000."

Confirmation from Kentonline...
"Independent candidate Ann Barnes has won the race to become Kent's first police commissioner.
It was edge of the seat stuff for the former Kent Police Authority chairman after she initially failed to secure the 51% of the overall vote needed.
She and Conservative candidate Craig Mackinlay then entered the second-preference stage.
Then, at just before 5.30pm, the announcement was made - and Ann Barnes was named the winner"

Not sure it was apparent but the reason Dover Town Hall was shown with the winning candidate Ann Barnes was because Dover was the centre for Kent's votes & Nadeem Aziz & his team were the Returning Officer & electoral team for Kent.
