I'll add to this thread it supports some of the views I have given with regards the long term preservation and maintance of the Heights
Main areas of interest are the recommendations from page 172 onwards.

The report makes great reading and thank you for posting this.
Western Heights is a national monument; it does not simply belong to Dover. Therefore, it cannot nor should it be desecrated in order to provide profit for a few and sweeteners for the rest.
Money certainly needs to be ploughed in but the sort of money required can only be gained from national or international conservation sources.
In the past, there has been talk of getting a World Heritage designation for the site.
Now that the site is seriously under threat, it is time that our Town Council/ District Council and MP - all of whom are our elected representatives, to remember that Western Heights is a national monument and to ensure that it is treated as such.

interesting point made by lorraine, we always think of the heights as ours but they are loved by the nation as evidenced by the visitors who come from afar on open days.
on the issue of the world heitage site a former councillor set the ball rolling on this a few years back but it can take up to 25 years for any decision to be reached.

Thank you Howard for acknowledging that the Western Heights are a national monument not just Dover's.
Perhaps one day, when it is not too late, DDC/DTC etc will acknowledge that fact too.
As Paul pointed out there is an excellent report on the site, the main areas of interest are the recommendations from page 172 onwards.

Here's a fort dating mainly from 16th century on a site that's beautifully looked after, mowed lawns, no trees growing on well-maintained walls etc, showing what could be done.
It's also an English Heritage site, within walking distance of the new Tilbury cruise terminal -
