T. Blair threatened to do exactly the same when PM.
Fact is, one and a half million people sign on, and Labour abandoned its "British jobs for British workers" policy when in Office. Then there is a further one million in search of work who don't sign on.
So it would suffice for (a) Government to find jobs for those who want to work, before spouting out about punishing the others who, allegedly, don't want to work.
In general, any government in the UK deciding to stop benefits to unemployed and to children of economically non-self-sufficient-families would be putting an end to the State, and heralding in either anarchy, or a constitutional crisis. There would be more money in the State coffers to help with other benefits and pensions - and it would help reduce the massive deficit too.
People do need to be responsible for their own actions, including proceation.

I have said(like roger) ok 3 kids state could look to pay
but after that by all means have 50 kids if your able to look after them and fund them
