still a long way to go sarah, the other side of the road is an obstacle course.
i think that waste services have the bit between the teeth though and will follow this to a conclusion.
i was looking at one property earlier that comprised of 2 flats and i estimated that the rubbish outside would take me over a year to accumulate.

other than demolishing some of the houses i cannot see a long term solution.
it will always be a patch up job whilst places like the old dover hotel are allowed to carry on as they are.

Presumably these are HMOs (Houses in Multiple Occupation) and requre licensing and having a manger. The first paragraph on page 34 here then becomes relevant -

"Occupants dispose of rubbish in accordance with arrangements made by the manager"
So presumably if the manager doesn't ensure the occupiers dispose of their rubbish properly then as a last resort the HMO licence could be revoked or not renewed.

also howard your right and as you know they (landlords)rarely can be found,
usually up north or london.

Keith, landlords can be found but the officialdom lacks the will to do so.

a simple request to the land registry with an accompanying cheque is all that's required.
solicitors do it all the time when we buy a property.

yes but i bet they would respond quickly when they realise that they are not getting any income because the premises have been closed down.

If it's an HMO the details should be on the licence, just needs a look at it. If the person on the licence has gone awol cancel the licence and close it down - or is that too simple?

the council would then have to house the people thrown out.
now the good news, the council officers have more than done their job and have
forced people to put all their rubbish back on their property.
ok folkestone road will never regain its former elegance but the pavements are now clear and the whole effect is better.
beware other areas, ddc will not tolerate those who want to make our streets an eyesore.
