Presumably these are HMOs (Houses in Multiple Occupation) and requre licensing and having a manger. The first paragraph on page 34 here then becomes relevant -

"Occupants dispose of rubbish in accordance with arrangements made by the manager"
So presumably if the manager doesn't ensure the occupiers dispose of their rubbish properly then as a last resort the HMO licence could be revoked or not renewed.
