Were the panels taken out Howard or smashed - I can't see broken glass at all.

i just assumed that the glass had been swept up roger, cannot think of a reason for the panes to be taken away.

Nah, this is all getting too silly. It's a torment, just goes round and round.
Someone replaces the windows, someone else comes along and smashes them.
Just put up a public warning that anyone found guilty of smashing the glass will get a hefty fine and will be prosecuted in a criminal court with ensuing prison sentence.
Then place some security in a concealed location and catch them red-handed.

The CSU are actively and serioulsy looking at putting up a proper CCTV camera. In the meantime, they must know that more panes have been broken.

Whoever is smashing the windows should know they are breaking public property, and should be warned they will be publicly prosecuted.
Just put a sign up big and with red writing, perhaps with an imprint of authority seal.
Place a picture of a CCTV camera on the sign, and put one up somewhere in the vicinity,
Clearly some people won't learn till they have been warned not to commit criminal damage, and if necessary taken to court.
Look up the available laws on criminal damage, and if the Law says it's possible, make clear that the perpetrator will pay the full cost of repair and replacement, plus the court costs and a fine!

Lots could be done
i did volunteer to go into the schools
when a cllr if a member of the public volunteered there sevices i would have bitten there hands off for them to do it
shame not the case with present cllrs so i will do it all my own way

The Manager of the CSU (Community Safety Unit) has been written to on a number of occasions (the most recent being yesterday) about the shelter and they are now looking into setting up a permanent camera.
Not sure what you mean by a "free offer" Richard. I have a family who live close to the shelter and are willing to have a camera housed on their property.
