 - 1/3 of parish council councils could go with River being the first one .There 3 if not 4 parishs around River which could be run by one parish council with cllrs made out of the four parishs.

 - I am not taking about geting rid of local councils just cut the number we have around River 3.5 miles there are 6 or more parish councils one good council with cllrs from each parish with one full time clerk and one chairperson.
