The shape reminds me of the cutting tool used on the channel tunnel seen just outside folkestone by the tunnel exit on the M20.

The only octagonal tower I can think of is St Mary's but why it should have a pipe and ropes is beyond me.

that thought crossed my mind, the ropes i associated with the bell tower.
the bell tower was open on heritage weekend but i cannot work out where that shot could have been taken from .

correct stewart, now this oft broken window is part of a dover building that houses many organisations/businesses.
