Is it the top of Tower Hill looking over towards Tower Hamlets?

I think taken from just inside the docks looking towards Townwall St, cliffs and Athol terrace out of shot on the right. Flags are inside the docks just before the car park.

It's in Ladywell next to the fire station. I think it's a place where yoofs go to get tattooed and pierced but I don't know its name.
