Of course the benefits system has flaws, anyone can see that. Changing the benefit system won't get rid of the problems;
You need to weed the problems out of the benefit system.
All previous campaigns have failed because they target the easy prey, the real disabled, the real person in need of care and the real person who genuinely wants employment, because they feel embarrassed and uneasy about being on benefits and they are easy targets.
They need to target the real problem within the system, which are Barry's dross because they know the system inside out and know how to play the system.
Some of them and their parents are products of the system and past occurrences and need showing how to fit back into society. Yes, make them work for their keep. Helping our elderly, helping youth and young, with sports or something to help within our communities.
Making these people work as cheap labour will not work. Bring back boot camps, I really believe many would actually benefit and is what is needed for some, but not all.

Only you could find a loophole in your own idea to fix the problem, by seeing an opportunity for someone to make money out of adversity and also commend the person for doing it.
