Having spoken to several civil enforcement officers, they are happy to cover littering, dog fouling, illegal cycling, etc., but their union believes that the extra responsibilities warrant additional pay (with which I wholeheartedly agree).
So it won't happen.

it must happen surely?
they should be paid extra revenue as the income from instant fines would cover this with plenty to spare.
half an hour in town usually throws up a minimum of 6 pavement cyclists, a couple of litter throwers and now and again a dumping dog with a dumb owner.
not only will it help the cash strapped council but make our town a more pleasant place.

More bl**dy mess outside the shop took three flaming buckets of water to get rid of it, which meant three trips up and down stairs for a lady who will be 70 this year.
Where is the dog warden or any other person with enforcement powers, NOT GOOD ENOUGH.

There are supposed to be some, we have our suspicions the culprit is an elderly looking bull dog but nobody has seen him/her at it.

I'm a dog owner and can assure you I always pick up after my dog, so please don't label us all the same #32.

Luckily the vast majority of dog owners do clear up after their dog it is only a few that seem to think it is beneath them to clear up after their mutt.
