the police federation is a powerful lobbyist for rank and file coppers, most definitely a union.

Ermmm, Keith, it's called the Police Federation and it is a union in all but name.

Nowt wrong with the Lords especially when the Commons is so damned dysfunctional and appears to consistently fail to represent the wishes of the people
As for elected police commissioners - complete twaddle - it will make zero difference to police priorities, police action or inaction, police serving their community etc. All it will do is give the ballot box fodder, sorry the electorate a perception that they have some influence - Pah & Meh
ACPO & the Home Secretary will continue to be the principle players in informing police behaviour and priorities,

"Election itself would confer influence ..." ? Not too sure about that. Most people will not see a difference; many will not give a monkey's; many will see it as political meddling. I can't see too many people getting over-excited about this - other than politicos.

But in reality what will be the difference between the proposed set up and the police chasing after their current targets? Very little I expect except politicians will be able to prove their 'potency' by sacking Police Commissioners every now and again. The public will feel no more involved nor see any difference on the street.

i still do not see the logic of bringing in another bureaucrat when front line policing is being cut.
as for voting in a commisioner, what info would we have to decide who to elect?
it would be like the voting in the boards of building societies, i don't know anyone who ever bothered to return the form.

Why should a union look out for other unions Keith? Surely any union or employees' federation is there only to look after the interests of its own members? If not we shall wander down the road towards secondary picketing which as I am sure you are aware is a criminal offence.

Actually it should save money. The idea is to replace a layer of existing beaurocracy

don't totally agree with all your posting, but the part of the lords, maybe look at a more democratic house of lords

it is in the interests of the big two not to make any radical changes to the lords, both like to use it to suit themselves.
to make someone a lord is a nice way of thanking them for past favours.

Why?
The Lords has consistently proved itself to be much more independent minded and less tied to political affiliation than the commons and than any directly elected second chamber.
A directly elected second chamber will suffer from all the failings of representative democracy that the Commons currently suffers from - certainly based on the ill considered and framed proposals put forward by governments over the last 25 years
