Except PaulB this project goes back to a Mail campaign started last year, nothing to do with spinning. Gove made his suggestion and in spite of its merits was a non-starter and now people seem to be getting behind the Mail's idea and what a good one it is.

Prime Ministers spokesman responding to the support ministers are giving to the debate said ``it would not be
appropriate to use public money at this time``
You can never quite tell how ministers get involved with daft ideas,it may be their desire to seek headlines and it is still
unknown how Mr.Gove got involved.
Fortunately,better late than never,wiser counsel prevailed.

easily stump up the cash themselves?

This has moved on away from 'public money' Reg, the discussion has moved on. There is no question of that, the letter shows that Gove did, a while back, sympathise with that idea but has backtracked and has now put himself behind the Mail campaign for the use of private funds for this project.
