11:1987448All fines for foreigners should be paid either on the spot or before they are released from whatever custody they are in.

12:1087459In both Saudi Arabia and the UAE, all speeding and parking fines are logged centrally, both for local cars and foreign ones. You cannot sell a car, get it MOT'd, renew your road tax, or take the vehicle out of the country until all fines are paid. And if you are clamped for any reason, all outstandings have to be paid before being released. Simple. Persistent offenders have their cars impounded for a period determined by the courts.

13:4287498let's not forget that many of those unpaid fines are for u.k.residents with a vehicle registered abroad.

14:5887524Most countries I have driven in have "on the spot fines". Luckily have not had one. Seen cars with foreign number plates parked illegally near us overlooked while cars with british number plates got a ticket, when parking attendant asked why, told "we have no way of tracing them and making them pay"
Definitely not right and they must be a solution to this.

18:0987567That may be what you have been told Pauline but I don't think it is actually the case nowadays, they can be traced I'm sure.

under european law we are all supposed to co-operate with each other in collecting fines.
all very theoretical, nothing done in practice, just watch the east european cars parked on double yellows and in car parks with no tickets.

08:0487660Are you talking about cars illegally parked in our ward ? If so, let me know where they are and I'll write to the parking services manager about them.

its a difficut one to solve

19:1687741If cars are parked illegally, then they should be stopped/fined, so let me know where they are. I didn't think it was double yellow lines along Clarendon; some corners/junctions it may be.

19:4687744we do have double yellows in belgrave road roger, but the illegal parking i have seen is not in this ward unless you count the folkestone road.
the wardens rarely venture up here so nothing will be done about the bad parking that stops the flow of traffic.
i have been on the 68 bus twice when the driver has informed the p.c.s.o. that he cannot negotiate certain roads on the route because his path is blocked, each time the p.c.s.o informs his superiors but nothing is done about it.
as i have said before the only time i have seen wardens around here is on a sunday morning when there is no bus or delivery vehicles.

20:1587750Tells you something when the PCSO cannot do anything but the traffic warden [ceo] can!!
Someone is copping out [sorry for that one] here.
Back to Chief Constable & PCSO powers.
They have six designated to them in Kent & don't use them!!
The list available is 40plus at the discretion of the Chief Constable.
I am still waiting a reply to how many have been issued since they were implemented.
Word on the ground is between ten & zilch across Kent.
At a time when CCTV. community wardens & PCSO'S MUST BE UNDER BUDGET REVIEW & regular police numbers are also threatened you would have thought that more engagement should deliver common sense answers not territorial isolation.
We don't need social cohesion workers we need accredited enforcers.

20:2687752i have to disagree with you on that first bit paul.
traffic wardens do nothing around my way except put tickets on cars when they are not causing obstructions, merely breaking the law.
i am a great fan of good p.c.s.o.'s, i think they should have more powers thus becoming "accredited enforcers".
i cannot comment on the 40 at discretion and the 6 that they have, i have no idea what they are.
our first p.c.s.o was excellent, our keith helped her when he was a councillor on giving her the rundown on where problems were likely to occur.
the next one was next to useless, our present one is trying hard to make his mark, in my opinion he is not getting the right back up.

20:4087757Howard, I have no problems with PCSO's just that they don't do enforcement.
It's the happy clappy view of society solving problems at present.

that was my main point, they should have more powers.
you refer to the "happy clappy" bit, but people are reassured by their presence.
some figures were released recently that showed that for each crime solved by a p.c.s.o. fortune was spent, however the figures do not show how much crime was prevented by their presence,

21:0687761If they have more powers we may as well have police officers. Respect to the PCSOs, but their role should be taken by junior plods.

we do not have a crime rate that warrants extra police officers.
we have very low level offences that need someone on foot that connects with the locals and gathers information.
if we had extra police officers they would just swan past in their nice warm cars.
4 January 2011
21:2487768But that's really the point - the PCSO job (and I really do have respect for them) is a job that should be done by foot plods.
