we have the signs up detailing penalties but they seem to be mainly for decorative purposes.

Exactly. Hence why I favour working to-wards Zero Tollerance. Where other towns and Cities operate such a policy it is visually reflected.

The point about zero tolerance is twofold. 1. If people have a reasonable expectation of being caught and fined they won't misbehave. 2. People are far more likely to litter an already dirty environment than a clean one.

A point to be added to the old saw, "An Englishman's home is his castle." Is that, "An Englishman's midden is always somebody else's problem."
The clutter that none can abide within their own walls is all too easily seen as, "Not My Problem." when the problem is shared with the 'community'. And thus becomes another stick with which to beat the local authority.
It is as if the scope of human comprehension does not, for many, extend beyond their own threshold.
Something all too true in every walk of life in today's world.

Absolutely Peter - it is "the broken window syndrome"
People do this sort of thing for many reasons, but to be be honest for most it is "because they can", they can "because they wont get caught" and even if they do "no-one will do anything".
Frankly we need a couple of very prominently publicised prosecutions for littering, dog-fouling and fly tipping in the town to show that it is taken seriously and will not be tolerated

For information purposes the States are publishing photo's of the offenders for the above breaches. As the island doesn't recognise and hasn't signed up to the Human Rights Act it has been welcomed by most islanders.

in some cases yes but i suspect that some would see that as a badge of honour, a bit like an asbo.
i would go with the fines, deducted direct from wage or benefits.
