Maybe they don't want the fountain extinguishing the Olympic torch as is passes by, imagine the embarrassment, national headlines such as 'Shock News - Dover Dampens Olympic Spirit' - Oh! the shame! Cap the fountain Now! Save our National Pride! DDC Know Best!
The fountain this morning looking lovely, lots of locals and tourists sitting by it, admiring it, photographing it, just walking by it - no fencing around it and no-one looking concerned about falling in it.
With the scaffolding as a backdrop, the Town Council Offices look equally attractive covered in green netting.

Good to see so many people in and around the Town. A pity about the drinkers, especially when the Market Square is a drink-free zone and the Police know that.
Zero tolerance is what is required and is coming soon.
It can't come soon enough, Roger, its so embarrassing not to mention mortifying to know that the cruise passengers and day trippers have to face this in the popular Market Square of Dover.
Maybe give the drunks a couple of coats then Dover would be renowned for its interesting collection of blue living statues 'au natural', come to think of it its a great idea as they can be painted whilst comatose
