I can't get my head around DTC's duties, stated on this thread to be allotments plus or minus public clocks. This seems to clash with DTC's own view, which is somewhat wider:

did DTC donate money when it was outside their powers to do so?

Which is why Deal Town Council has the lowest mileage leased (£3564pa) Mitsubishi hybrid in the country at the back of the Town Hall so the Mayor can show us how to save the planet when being driven to local functions - rather than possibly using a local taxi service or even, Heaven forfend, a bus?
There is also the monthly payment shown on the accounts for the container (£117pm) at the back of Tides which is full of slowly deteriorating electric bikes which they bought a couple of years ago but didn't quite think through how they were going to hire them out.
I could carry on .......................
And as ever this is all supposedly covered in the 'confidential' bit at the end of the meeting which the public can't attend!

As I said the statutory duties of a parish council are management of allotments & public clocks.
In addition most district & borough councils consider parish councils to be a consultee on planning matters as they are often closer to the residents than the district is.
In some instances powers may be delegated by the district or borough council to the relevant parish generally as a way to cut their costs e.g. River Parish council being delegated the responsibility to manage River Rec. or historically DTC managing toilets in the town
In other instances they take on activities that are not covered by any legislative requirement as a way of making themselves important e.g. Tourism or promotion of fair trade or sponsoring/managing events in the case of DTC

So are "mission creep" decisions lawful then? I remember when the Channel Fixed Link got the go ahead, DHB was at pains to find out what "diversification" things it could/was empowered to do that it wasn't already doing. Back came the silky answer: Not much at all really, and that pretty much was that. Things are a lot different now of course, and I note that, by law, an elected member of DTC sits on DHB's Nomination Committee.

Ross update .River Parish Council and the community of River have owned the River Recreation Ground for many years now.Back In 1988 DDC gave the responsibility of managing to RPC we had to pay £40,000 at £1,000 a year however after sixteen years the debt was revoked by DDC so it has been owned by the the community ever since RPC through our local precept maintain it .Currently they are doing a very good job.

I wouldn't waste too much time reading DTC's website. It's a PR vehicle paid from taxpayers' money to tell you what they want you to believe. The LoveDover issue was about £375,000 of DTC money being given to a 'charity' to buy Dicken's Corner in the Market Square ostensibly for the public good. It was a complete con but you would have been vilified for pointing it out at the time.
I understand that DDC approved the donation or grant, whatever you want to call it. Given the make up of DDC at the time, that's quite understandable.
