expenses for each year are shown in detail on the kcc website, it would be nice to know how councillors voted on issues i agree.

I don't think individual councillor votes are recorded unless there is a specific request for it on a particular vote but I might be wrong.
Back to the main point, if a district or county council wants to raise the tax by 2% or more they have to hold a referendum, which would be costly in itself.
At the town and parish meeting hosted by DDC in December it was explained that town and parish councils though are still 'sovereign' and can raise whatever precept they like but will need to justify it to the residents (neighbours they see every day!). As they could be capped in future they need to consider now whether they should raise the precept above 2% in order to build up reserves for increased responsibilities coming their way in future.

Recorded votes are now required when setting Council Tax. Does not apply at parish I believe. Only applied in last few weeks.

heike
when you get the next bill in there will be a pie chart enclosed that will show how much goes to the district council, kent county council, all the various town and parish councils, police and fire and rescue services.
once you have read that you may think "wow i would like to pay more for all of this".
maybe not.

Didn't hear from our clerk that that applied to parishes now, but ours was unanimous anyway.

That's not up to Paul, Heike; that decision is made by the Town Council.
