"Q1; since the place was fined have any works taken place to take it to a reasonable
standard?
A1; The fine was for not registereing as an HMO not for being in a disgraceful state.
Q2; If the answer to question 1 is yes, has an officer visited the site, and what
did he/she find?
A2; I stated in my post number 5 that I asked some time ago, for an officer to make an unannounced visit there, but have not heard back; I also advised that I had asked again, but have not yet receieved a reply.
Q3; are the council happy that amsterdam hotel is able to be registered as a
hotel, with its backgrond?
A3: It is not registered as an Hotel, I said earlier is is (now) registered as an HMO - that was what the fine was for.
Q4; is the owner registered as a good landlord with the council or did the owner not take part in that scheme of registering good landlords?
A4; the owner - as we all know, is not a good landlord and will not be registered as such.

either im not understanding your reply or something has gone astray here.
let me try again.
amsterdam has outside its premises for anyone to see a sign that clearly says amsterdam hotel, so if its not a hotel surely the sign shouldnt be there?
i welcome your chasing up the council to visit to the house, surely this is well overdue now, what other plans do you have to progress this important issue?
i hope this does move on soon

I agree it shouldn't be there, but I doubt if Bill Hankin could be forced to take down the little sign saying Amsterdam House.
I am not able to make any progress with Amsterdam House until I hear back from the relevant department at DDC.
Private Rented Housing and Environmental Health are both on it and I expect to hear back this week.
There's a house in Folkestone Road that has a sign aying "Anchor Guest House"; it's never been a guest house since I've been in Dover and that's 18 years. I couldn't go and tell them to take down their sign and it's about the same size as AH.

more concerning though is the conditions these people may be living in

I have had some emails back about the AH (that's Amsterdam House, not the other abbreviation !) and here are the bones of it:
"Under our powers of entry we are required to give 24 hours notice to all owners and occupiers. If we do not do this the inspection would be illegal and any information we obtain cannot be used.
We do not have to give notice if we believe an offence is being committed under HMO licensing or management regulations. The property is not licensed so that part of the act is not relevant and we need to get access to all parts to see if there are offences under management regulations.
We have found that getting access is very difficult either unannounced or with notice.
The work involved with statutory action is not just the inspection but also unraveling the complicated management arrangements the tenancy details (we need to prove beyond doubt it's not a hotel) and this all takes time."
They are working hard on this but are hampered by the Housing Act.

maybe taking down the sign would be a start
im surprized the time it all takes but will sit back and see if any further action comes forward

Everyone knows it isn't an hotel, but proving it, is a different matter; everything must be provable in court.

It doesn't mean that nothing will be done; DDC know Bill Hankin well and are working on proving what goes on there, it is just taking a bit longer that's all.
