I had written to the Council's waste services department and environmental health about the rear of the Town Hall, the rear of Barclays and along Gaol Lane.
The reply (this week) was that they had visited all three sites:
The rear of the Town Hall was clear - in that all bins were tidy and no loose rubbish was visible. Thanet Leisure Force need to have greater care and control over their waste and their bins - or fined.
The rear of Barclays was also looked at and the Landlord will be spoken to about advising his tenants/residents not to allow the area to be so messy - an extra bin may be required, but I would also suggest a solid gate be erected so it cannot be seen from the Discovery Centre.
The owner of the commercial bin in Gaol lane apologised profusely and has tidied it up and promised not to allow it to get in that state again.
I'll write to env. health and ask if they can talk to TLF about their waste.
You are right Howard, none of those sites are in my ward, but I am always happy to write, as it is on behalf of everyone in Dover.

good work roger, however the tenants are unlikely to do much in regard to being tidy.
i have seen them throw things from the upstairs window in the general direction of the bins.

The Landlord can be held liable for the waste, perhaps even fined for continued malpractice, so if his tenants are doing wrong, then something should be included in their tenancy agreement and if (when ?) they break it, they'll be out. Or is that too hopeful ?

I have now written to env. health again about the Town Hall waste. They will have to advise Thanet Leisure Force to be more responsible about their waste and if it needs more frequent emptying of their bins and so increased costs, then so be it.
This mess cannot be allowed to continue.

That's the problem, if the waste was IN the bins, there wouldn't be anything for the gulls to peck at.
