I wonder what happened to the new public toilets planned in Health Centre car park, I guess the money was wasted on something like that awful new plastic seating.

Not so. The money comes from the government's 'active travel fund' (i.e. loads of dosh for local authorities to force the government's 'green' fanaticism on us), announced in May 2020. KCC received £1.6m in the phase 1 allocation and, having successfully wasted that on various mainly unwelcome schemes, earned itself another £6.1m in November's phase 2 allocation.

Only if you can convince KCC that a) using a public convenience falls within the category 'active travel'* and b) it can recycle human excreta to make 'parklets'.
*I doubt 'running to the loo' qualifies as 'active travel'.
