  many townspeople are commenting on the state of the river and the rubbish in it.
  
  so i decided yesterday to walk the bit between bridge street and pencester road take a few pics and let people give their opinions.the first one is taken in bridge street loking towards morrisons.

  the next one is next to the charlton centre car park, the legendary iron is just out of shot.

  A lot of the trouble is the weed traps all the smaller rubbish that gets blown into the river by the wind and I agree it looks awful.

  try this conundrum jan.
  
  it is the responsibility of the environment agency to control/remove excess vegetation, it is the responsibility of the district council to remove rubbish.
  
  each body could rightly say that the other is to blame for the resulting mess.
  
  where do we go from here?

  As you all know I have moaned and groaned about this for years and now I realize that I must have been worse than Vic for posting constantly about it.
  
  Oh well at least I know I was right all along.
  
  OUR river needs constant care and attention, Not just once a month by volunteers, It needs 24/7 and illegal fishing stopped.
  
  I know this will never happen, That's why I gave up.

  Not another group Howard. Talk talk and more talk, NO action.
  
  The Environment Agency took over it and they are the ones responsible for it in all aspects. You cannot be an official authority and leave it all to volunteers to get on with it. ONLY they have the power to prosecute and fine people.
  
  At the end of the day they do not have the manpower to do so and they have more important things than our little river to think about.
  In the last 20 years its been a shit tip and will continue to be so if not worse.
  
  As you know Iv'e lived along the river for 33 years, don't worry you'll learn to live with it mate. I have.

  ian,define illeagle fishing please.
  i no there are some areas that have no fishing signs,i allso no that you need a licence to fish this countrys waterways etc.

  as an example the lake in radnor park display clear signs showing strict rules for anglers.
  
  they have a bailliff to carry out punitive measures too.

  1. To fish the Dour you need permission from the council, it is their property.
  2. Above the age of 14 you need a licence to fish.
  3. under 14 no licence is needed but you need to be with an adult that has a licence.
  4. people also fish in the closed season for trout. licence or not it is illegal.
  5. Refer back to 1.
  
  I see dozens of people of all ages fishing the river each week, IF one of those had a licence I would stand in Marks and Sparks window and display my doodhas for at least 2 hours.
  
  Now don't fix it Brian and buy someone a licence or I may have to kill you.

  Over the last few years Iv'e thrown reams of paperwork away referring to this and other topics on the river.
  
  I think the common name for it is called...................................Pass the Buck.
  No one wants to know.

  Blimey Ian, I've got a fishing licence and it might be worth the risk of getting caught just to see you in M&S
  
  I contacted the Environment Agency in the late 90s about the state of the river as there was a press report that it had been upgraded from a stream or whatever to a main waterway - the person reporting back to me claimed they knew nothing about that!
  
  It's actually 12 when you need a licence but still illegal to fish under 12 if you don't have permission. The fishing rights generally belong to whoever owns the land adjacent to the river, so DDC own the rights to all the areas where the river is accessible from public paths and roads and don't allow any fishing, full stop. It might be worth finding out if DDC or PCSOs have any rights of prosecution, doubt it though.

  Here's a pic of the river when it looked decent - it has earned me more than any other photo I've taken (even published in Woman's Weekly ) and (big hint!) I regularly sell framed copies of it.

  I, along with Ian, have had meetings with the EA about weeding out the overgrowth of river plant-life as it is simply too much - have they listened ? NO. Will it change ? NO.

  I have had my day, the passion has now gone, I have no feelings for the river and anything that affects the stretches of it.
  
  I look after my little bit as a REPARIAN OWNER and the rest can go and get ............
