The best answer, Keith, is to employ look-out people who keep an eye open for anything illegal, from metal-theft to violence to vandalism.
They would have a mobile phone to contact a central coordination office, and would note down registration numbers, take pics and so on.
It could crate 100,000 jobs in the UK. That would be 100,000 people off the dole queue.

Rogue elements in the scrap-metal trade are the real problem. Without the no-questions-asked deals such thefts would see a low return for the efforts.
About £5 a Kg for mixed Zinc compared to £9.70-£10 per Kg for Aluminium drink can scrap. [prices derived from £ per tonne]

Again, if Councils would publicise their earnings from Al. can recycling it could go a long way to bring the non-recyclers in from the cold.

Good question, Jan.
A substantial part would come from the benefits the State would be saving on JSA and housing benefits. The rest would be added from the Treasury.
The 100,000 newly employed would then invest their earnings in the economy.
And we'd have more people keeping an eye open on the streets to prevent theft and criminality in general.

Paul, if you take time to read my two posts properly, you'll see that I did not propose employing 100,000 people to sit in front of war memorials.
It would be people walking the streets, looking out for suspect actions, which could be anything from theft to violent attacks to vandalism.
Which is a lot different to what you turned it into.

Paul, that could be an answer. I think it is worth taking into consideration.
Tom, a quick dial with the mobile phone would alert Police or other responsible authorities, a pic taken to boot, notation of any number plate, and the wrong-doers are trapped.

I don't think there is a problem with reporting problems, it is the resource to follow them up that is the problem.....

I estimate 100,000 jobs could be created, Tom. Practically, these people would be in liaison with the Police, and would be organised in territories. They would work in shifts so the service would be 24/7.
The dole queue is 2.67 million long, but officially at least another 1 million are seeking work who are not in the dole queue, while unofficial figures are higher still.
So no, the dole queue would not be emptied, but reduced.
Resources to follow up reporting problems could be provided, such as cars.

Sorry Tom but with that posting I thought we where back in the 1930s.
As much as I am for getting this country back on it's feet I think we can pass on A's idea of thousands of people spying on other people for a living.
The posting just rang a bell of deep disapproval for something that happened along those lines in history.

Sky News reports the Police in West Midlands and Surrey are to give contracts to private firms to deal with criminality.
"Two police forces are considering outsourcing neighbourhood patrols and some investigations to private firms, according to the Guardian.
The paper said West Midlands and Surrey police have asked security firms to bid for contracts, worth £1.5bn over seven years, to run some services that are currently carried out by officers."
Other Police Forces may follow the example, so perhaps we will be seeing people patrolling the streets, preventing and reporting crime. This might bring to a rapid end the theft of metal, the vandalising of tram shelters and so much more.
