  I have always believed we should have a codified Rights Act/Bill of Rights - I have also been of the opinion for a long time that it should clearly state the corresponding duties and responsibilities - so maybe it is the Conservatives bringing their policy in line with my view.

  That the offended against have more priority over rights than the offender.
