the council are not building anything but allowing developers the chance to do so in order for the district to get growth point status.

A year on and there's a piece in today's paper about this.
There are 2 separate car parks between York Street and the Roman Painted House, perhaps now that the council has worked out how to use CPO's they could commandeer those? Maybe even re-locate Heritage Taxis and take over the old nightclub site as well.
