Because historically in any country turning from lack of development into industrialised 'modernity' with formal employment and some sort of universal health care, education and social 'safety net', the first thing a burgeoning middle class does is get a ticket out rather than waiting for their own society to catch up.

To continue the Captains thought process.
We have had a huge number of immigrants from Europe and Asia in the past who have been of benefit to this country, Africa now thinks it is their turn.
I do not care where they come from, I just wish their entry was by safe legal means and we had a sensible fast way of returning those deemed as undesirables.

If the government can afford £140 a night for a foreigner/illegal immigrant how come they can not do the same for the deserving homeless born here, some of them having been brought up in care nearly all their lives.
