Yes, the boats will not have stopped by then. The question is only whether the public will buy the excuse of lefty lawyers, pesky courts etc. I don't think so.

He'll say that due to courts and lefty lawyers, we have not been able to meet this pledge. He'll hope that's enough. It won't be, however, as that wing of the Tory party wants rid of him anyway. They'll say we should have left the ECHR, installed a wave machine and declared war on France.
