I've looked Barry, and I even have to act upon the decisions of Mr Gove. I can assure you it is very much a top down approach. As for the 'full' picture, that worries me even more.
I have to agree with the majority here, the actions of Blue and Red are much the same once you get behind the rhetoric. This lack of dialectic can only be bad for democracy.

As I said before it needs top-down action to devolve power away from the centre.
