Seems to me there's a good opportunity to put a proper lock in the new cut from harbour to Wellington dock to make the marina all 24-hour accessible? Not in the plans though despite the relatively minor additional cost.

There is a knock-on from your proposal inasmuch as 24 hr access would require staffing to operate double locks 24hrs a day + would lose a large volume of water if opened near low tide. Flow from River Dour not up to replenishing at necessary rate?
With present plans, as now, single lock gate can be opened either side of high tide (period depending on whether neaps/springs). Bridge can be lifted under CCTV watch.
I have always found marina staff extremely helpful in finding berth in tidal area outside opening times and living locally do not find lack of 24hr access a problem.
