There are probably many more stakeholders than 4 Simon; would suggest DDC, DTC, DHB and possibly Leaf Hotels could be the main 4.
No one has said that these stakeholders WOULD give £7,500, but until you make up a business-plan, you don't know do you ?
You are a business-man Simon, you know there are not people standing on the street-corners waving £50 notes saying I want to give you money - you have to work at it: creating and presenting a good business-plan, must be the first step.
I'll work on the office space if you decide to run with this.
Credibility (of the applicant) as you have stated, will only be determined by the Town Team, so anyone who is out of favour will not get a look in. I wish the potential applicant well, as he will have to have passion for the Town, the respect of local businesses and an appreciation of what is needed.
Have you given any thought as to why there is such negativity Simon. David doesn't help with such negative and insulting posts he makes on Dover Locals (can't help UKIP's cause either).

I must admit I wondered who these philanthropists would be, £7500 is a lot of money to just give away.
All volunteers receive instructions in some form or another so that would not deter the correct person, I was told what to do at the Age Concern shop I could not just waltz in and do exactly as I liked.

They are not philanthropists Jan, they are stake-holders - stake-holders in Dover. It is in their interests for Dover to move forward - as it is in all our interest.
Being a Town Team Manager would involve a lot more (and a lot more responsibility) than working in a Charity shop (I don't mean for this to sound rude or disrespectful Jan.).
I can't imagine that anyone would volunteer for such a T/T job; it would require a salary.

I should add the lady (manager) who ran and was responsible for the shop did not get paid either as she was also a volunteer.
I admit I can not see anyone volunteering either but there just might be somebody mad enough.

To refer back to the crux of this matter, I refer you back to this part of my post Roger (or anyone else in that matter):
"The Town Team will always listen to anyone that has a credible, costed plan for a project, as long as they are prepared to put the time in to work with the Town Team to make it happen."
If, for instance, I was to go to the Town Team with a proposal for a Skate Park (just for illustration) and all I did was to write a set of instructions on how to build it, with a conclusion that 'someone' would contribute to the costs, I would, quite rightly, be told to go away.
But, and here's the way forward, if I were to find out from potential users what they wanted from a skate park, plan where to build it, how to appropriate the materials, who was going to build it and gain Letters of Intent from Stakeholders prepared to invest in the scheme, then I could go to the Town Team to seek their backing for the scheme and tap into their organisational ability and match funding.
I would understand that it would be for me to oversee the scheme and in return I would expect all members of the Town Team to back the scheme, provide assistance and promote it.
Talk is cheap, actions are remembered...
