Let me first say I do not like Carnivals and Dover has not had agood one from far back as the 1970s,but that is because we do not have the conpanys here anymore to make it like it was.
But who does this town clerk think she is,if I had still been on the town council when she put up for the job she would have been the very last person Iould have voted for.
She is a outsider not only to Dover but Kent she only moved from the north to take this job up.She had a better paid job where she was.And I never found out why she left it but that has nothing to do with us. What does have somthing to do with us all in Dover is the way she spoke to the press.(A) a TOWN CLERK should never talk to the press it is not part of her job her job is to run the council office and staff and help any town council Cllr and the council in legal side of running the council and that is all.In my day on the council the clerk would never talk to the press over council matters that is down to the cllrs not her,her views should never had been made public in the way it was done and she should be dismiss from her job. I t is not her job to talk about the Dover canival yet alone say it is not worth any funding from the Town council she should never had said about what was in the organisers application and what was not all this is work for for the council to talk about not a member of staff.I hope what I am saying also gets in the press to let her and the council know how I and others feel about it.As I said I do not like cavnival but many do alot of familys this is aday out for them and the kids still love it. Alot more to be said about this and I hope it is said,But my view is that she should be dismissed as the town clerk and funding put back into the canvival from the DTC. On all the parish coucils I sit on the clerks never talk to the press it is the chairman of the council to do that she has overstep the mark and not for the first time. How dare she say or talk about our cavnival in the way she has done. I do not write letters to the press.I see in the Dover Express they have said email your views well this is mine.If she went the saving would be close to £50.000 per year.Mrs Cooper run the town council for along time as deputy town clerk a Dover person and she was very good.WE still have a deputy town clerk a Dover person who could take over the running of the office she has done it before,so no need for a Town clerk a big saving would be made by doing it that way.

Now this is an interesting article,
over the years myself and town centre manager at the time clashed over much the same type of issue of what an officer of a council/town centre body, should or should not be saying publicly.
To get to the bones of it all, I have no problem with officers going public on carrying out the policies of the council.
What they shouldn't do is go public on there own views, that often differ from the council.
If this lady should go as is suggested, then a lot more officers should go in other councils, it would be endless.
Even peter would agree with me, councils are officer led and we have to live with that

Glad you see the above post even when it is from yourself as you know there is no love beween us.Council should not be officer led and the town council is only a parish council with not much power or say it does not need much imput by a town clerk most of the town cllrs have round along time and know alot more about Dover then this outsider. In the pass the town council has never been led by any officer .

When I vote Keith I vote for whoever I consider to be the best for where I live and for the district. I do not vote for an officer of the Council. If what you say is correct then what is the purpose of Councillors?

It will certainly be interesting to hear what our elected town councillors have to say on this matter, it certainly seems to prove the councillors are not in charge.

I try to be neutral and polite but it is hard and getting even more difficult at times.

First of all the report was and is wrong, the Town Council have changed the way for giving out grant money, each Cllr has a small pot which can be applied for via the Town Council.I have talked to Val Habbershaw about the best way forward and I know that one Town Cllr has promised £500 already and when the Carnival Ass fills in the forms they will get some money from some other Cllrs.
The Town Clerk is very professional and qualified for the job,the fact she doesn't come from Dover is not a matter she has Dover first and if you look carefully many of the Town Cllrs are not born and bred in Dover (including me from Sandwich) but lived here 30 years as a choice. In the past we had Acting Town Clerk who was excellent Michelle Cooper but as she was over looked for the job twice didn't want it so the Working Group including Vic if I recall gave the job to Mike Webb, who at the time was not qualified, although I understood he did get the qualifications, and if you remember 3 Cllrs resigned including myself.
The Town Clerk is qualified + and although we do not always agree with her she has to carry out the Town Cllrs wishes. She may have taken the job for personal reasons but I know and I wasn't a Cllr when she was appointed has been very professional in her job. There was a problem with the Town Clerk and the former Town Clerk the one Vic gave the job too but the Cllrs investigated this and were happy with the outcome. The Cllrs and the Town Clerk work professionally together and she has many ideas that she puts too the Cllrs and many are taken up but not all.She in fact is behind many of the changes you are seeing in the Town remember the Town Council is not DDC or KCC,but the staff in the Town Council Office work hard and the Town Clerk as the Head of the Staff has got them working hard.
One last point Vic each person has their own way of doing things some seek publicity at every available moment others have to answer questions and in the Town Clerks position has to justify the things the Town Council has passed even though she may not be of the same opinion,we were praised recently in Tower Hamlets for actually going out and finding groups to spend our money on and by the way the 3 Cllrs had £3000 to spend and we gave it all to worthy causes oh yes except we had £28 left.
If you knew what I know,we would both be in trouble!

i'm not privvy to the machinations of the town council but i continually hear complaints that the town clerk wields too much power and influence than is good for democracy.

I do not agree with post 11 and do not take back one word in what I have said,A town clerk should be seen by the public but not heard .She is a officer and should just do the job she is paid for,The rest is up to the council to do and say.If the press report is wrong then it is the DTC place to act on it.The above post has hit the nail on the head.

i disagree lesley, reg could extol the virtues of unitary town and parish councils.
could all end up with one toilet between them, i hasten to add i was not referring to any human being there.

Thank you Lesley for not telling me to stay out (not that I would lol)
Rather a strange comment(post 4) I have no issues with any poster on this forum!!!!!!!!
I may not agree with viewpoints(and will say so now and again lol)
Regarding officer led councils, I have posted many times on this issue on other threads, and the reasons why
